Strategic Planning is a systemic process that sets an ambition for an organization’s future and helps determine how best to achieve it. This process requires taking a step back from the day-today functions of ASCE to which we have become accustomed and putting thought into where the Region 5 Board of Governors is heading. This can be challenging! As engineers, we all tend to focus on dealing with current details. Over the past several months we held multiple sessions and tackled this from several angles. We all agreed that a strategic plan update (our most recent plan is dated 2015) is necessary to determine the direction of ASCE and Region 5 and will help ensure that our governors and members are working towards a common goal to serve the Civil Engineering Profession. The Region 5 Strategic Plan reiterates our Purpose, Mission, and Vision, establishes the Value to which we commit, and provides details on the Goals we need to meet to accomplish our Mission.

2025 Region 5 Grant Program
Proposals will be accepted on an ongoing basis beginning October, 1, 2024
The upcoming year holds many opportunities for ASCE. Region 5 will be offering mini-grants to help your group promote ASCE.
Proposals up to $750 are eligible for Region 5 Grants. One grant proposal is required per project. Grants are intended for Sections or Branches to fund a single component of a larger program or for a one-time expense. A short proposal and report is required for each grant request.
Proposal Selection Process
Proposals will be accepted on an ongoing basis beginning October 1, 2024. The Region 5 Grant Committee will evaluate grant proposals and select projects for FY25 funding.
Sections/Branches will be notified of the status of their proposals via email to Section/Branch presidents and treasurers within 60 days of application receipt.
Funding priority will be given to projects that are new initiatives for Sections and Branches and projects that have a measurable impact on a desired audience. The Region recognizes that all Sections and Branches have different resources, needs and goals; it’s the Region’s goal that these funds will help make programs available to Sections and Branches that may not have the existing resources.
Submission Deadline
Proposals must be received by August 15, 2025. 2025 Region 5 Grant proposals must be submitted via email to [email protected].
Please note that no proposal is deemed received until the submitting Section or Branch receives electronic notification from Rebecca Shelton that the proposal has been received.
Proposal Selection Criteria
Region 5 Grants are merit-based awards for items and events that correspond to some FY25 Region initiatives. Sections and Branches are encouraged to be creative and inventive in their proposals and to leverage existing efforts of the Section/Branch.
Grant proposals must include the completed FY 2025 Region 5 Grant Application.
FY25 Region Initiatives
- Promote active participation by members in our Sections, Branches, Younger Member Groups, Institute Chapters, and Student Chapters.
- Increase intentional engagement among current members, younger members, student members, and transitioning graduates.
- Retain and increase membership in Region 5.
Award Criteria
- Region 5 Grant proposals from Younger Member Forums or Student Chapters must be submitted through their Sections, with Section approval.
- Region 5 Grant proposals from Student Chapters must include an approval letter from their faculty advisor.
- All projects must be completed by September 30, 2025, and post-project reports must be submitted within 30 days of project completion or by September 30, 2025, to be eligible for funding in the 2025 Region 5 Grant cycle (see section on ‘Project Completion and Final Reports’). Applications will not be accepted for projects already complete.
- Grant proposals for the following items will not be considered by Region 5:
- Scholarships, cash prizes or memorials.
- Office equipment, assets or other capital investments.
- Event sponsorships or endorsements.
- Student conferences/competitions.

Project Completion and Final Reports
All Region 5 grant recipients are expected to complete their projects by September 30, 2025, and prepare and submit a final report, including all documentation of expenses. Final reports are due within 30 days of project completion or by September 30, 2025, whichever date is earlier.
If for any reason a Section or Branch is unable to complete the approved project as described in their proposal, the Section or Branch must receive written approval from the Region regarding any reallocation of awarded grant funds. If a revised program is not found or approved, the Section or Branch must return any funds awarded.
If the project and report will not be completed by September 30, 2025, the grant recipient must receive approval from the Region to submit an interim final report by September 30, 2025. The request to submit an interim report must also include a justification for why the project and report was not completed by the deadline.
Awardees are required to submit the completed FY 2025 Region 5 Grant Final Report in Microsoft Word format by the report due date.
Awardees are required to return any unused grant funds to the Region for future allocations through the program. Grant funds should be returned by check to ASCE Region 5; please coordinate with [email protected] to coordinate the return of unused
funds.
Awardees failing to submit final reports, related materials or requested information, including copies of all receipts and invoices documenting all expenses associated with the project, will not be eligible for future Region Grant programs for two years.
2024 Region 5 Awards Criteria
SUBMITTAL DEADLINE: September 30, 2024
Region 5 is continuing a Region 5 Awards program in 2024. The below categories are open for nomination:
- Region 5 Civil Engineer of the Year - awarded annually to one recipient to recognize outstanding achievements of a practicing Civil Engineer that is active within the Region.
- Region 5 Younger Civil Engineer of the Year - awarded annually to one recipient to recognize outstanding achievements of a practicing Civil Engineer, age 35 of less that is active within the Region.
- Region 5 Civil Engineering Student of the Year - is awarded annually to one recipient to recognize an outstanding Civil Engineering or Civil Engineering Technology Student, enrolled in a Civil Engineering undergraduate program in the 2023-2024 academic school year.
- Region 5 Wall of Fame - a designation to honor Civil Engineers that have made a substantial contribution to ASCE, Region 5, and the Civil Engineering community. Nominations will be considered annually, with no more than 3 candidates selected for the honor in a given year.
Eligibility of the Award
Nominees must be submitted by a Region 5 Section. Only 1 nomination per Section, per award, may be submitted each year. The selection process is based on the nominees contributions to the region, society, profession, the public welfare, and/or humankind as listed under the purpose of the award.
Qualifications
- Nominee for Civil Engineer of the Year must be a licensed Professional Engineer and must be an ASCE Member in good standing.
- Nominee for Younger Civil Engineer of the Year must be an ASCE Member or Associate Member and must be an ASCE member in good standing.
- Nominee for Engineering Student of the Year must be an ASCE Student Member in good standing enrolled in an undergraduate Civil Engineering Student.
- Nominee for the Region 5 Wall of Fame must be a Fellow or Life Member of ASCE at least 55 years or older, made significant contributions to the Civil Engineering Profession, supported and promoted ASCE, Region 5, and the Civil Engineering Profession, and be endorsed by two Licensed Professional Engineers not on the Board of Directors of the nominating branch.
Nomination Criteria
The following sections present the award nomination criteria that will be considered. The information can be typed and submitted as attachments to this form, or the information can be entered electronically, lengthening the form as needed. Nomination should be a maximum of 5 pages. Points may be deducted if longer than 5 pages.
- ASCE Involvement: ASCE activities during the past five years, including offices held and awards (20 Points).
- Professional/Technical Society Involvement: Other professional/technical society activities during the past five years, including offices held and awards (20 Points).
- Civic and Humanitarian Organization Involvement: Civic and humanitarian organization activities in during the past five years, including positions held (20 Points).
- Engineering Achievements: Submit narrative supporting nominee’s project achievements (40 Points).
Additional Requirements
- A statement of 100 words maximum (one page, double spaced) that supports the nomination showing achievement in Civil Engineering. Statement will include description of awards received in recognition of Civil Engineering accomplishments. NOTE: The statements of the nominees selected for the Civil Engineer of the Year Awards will be used in Region Award announcements and on the Region webpage.
- A nomination letter signed by the sponsor Section. (not included in total page count).
- A resume would be helpful to the judges but is not obligatory (not included in total page count).
- A photograph will be required from the winning nominees.
- Name and address of a local newspaper.

Society Committees
Share your expertise, support ASCE and join your peers on a Society committee! Committees are a great way to contribute to the Society beyond your Section, Branch, Younger Member Group, or Institute. Many civil engineers share technical and professional knowledge by serving on ASCE committees that support the Society's vision and mission to advance civil engineering practice.
The committee application should open on January 15 and close on March 15.
You can use the following link to access the committee application. ASCE has five standing Society committees that report directly to the Board of Direction, and each committee has subcommittees. Committee appointments are typically a three-year commitment. If you apply and are not selected, you may be asked to serve as a Corresponding Member. These members are not funded to travel but have access to the committee and conference calls. It is a great way to get involved and perhaps fill a member slot on the committee when one becomes available. If you have any questions about the committees or the application process, please contact one of your Region 5 Governors.
